City of Eau Claire Neighborhood Survey
The City of Eau Claire Neighborhood survey is a Residential Environmental Quality Assessment (REQA) survey. This survey was developed to provide a method of rapidly assessing the environmental quality of a given neighborhood. The survey method uses objective criteria to obtain a numerical index which will indicate the general level of the residential environment.
These numbers are used to calculate and color-code a property, block and/or neighborhood area to identify those locations in need of closer attention and inspection due to poor maintenance and blight. The surveyed areas selected are based upon the U.S. Census of Housing Block Statistic maps and low-income areas of the City.
Intensified Housing Code Compliance Program (IHCCP)
This program involves a systematic housing inspection effort in the Community Development Block Grant (CDBG) low-income target areas in the City of Eau Claire. The inspections are selected based on the results of the City of Eau Claire Neighborhood Survey results explained above.The program design continues to be effective in identification of the more significantly deteriorated dwellings in Eau Claire. The inspections have identified many significant interior health and safety hazards, have improved block conditions due to exterior maintenance and have helped to eliminate insect and rodent harborages by enforcement of proper garbage storage and disposal.
