6.  Resolution granting the renewal of Secondhand Jewelry Dealer licenses for the 2012 licensing year.

7.  Resolution granting the renewal of Pawnbroker licenses for the 2012 licensing year.

SPECIAL EVENTS

8.  Resolution authorizing Girls on the Run of Eau Claire County to conduct the new Balance Girls on the Run 5K on Saturday, May 12, 2012 along city trails beginning at Owen Park.

BIDS AND PROPOSALS

9.  Resolution approving the bid and proposal for Procurement No. 2011-78, Furnish Carbon Dioxide for Wastewater Treatment.

BUSINESS AGENDA

DNR GRANTS

10.  Resolution accepting Wisconsin DNR grants in the amounts of $51,600 and $143,780, totaling $195,380 and requiring a local match of $98,490, for herbicide treatments in Half Moon Lake in 2012 and 2013.

 Resolution granting permanent easements to Northern States Power Company.

 12.  Resolution releasing the utility easement within the easterly 13 feet of the vacated Ninth Street, from Harris Street to 132 feet southeast.

SIGN CODE

13.  Ordinance amending Chapter 16.16 of the City Code of Ordinances entitled “Sign Code”, adding provisions for sign plans for multiple-tenant buildings as shown on Planning File #Z-1492-11.

ALDERMANIC DISTRICTS

14.  Charter Ordinance relating to the City Council and the reapportionment of the Aldermanic Districts of the City of Eau Claire. 
(A 2/3 vote of the elected members, or eight affirmative votes, is required for adoption of charter ordinances.)

ORDINANCES FOR INTRODUCTION

INTERGOVERNMENTAL AGREEMENT

15.  Ordinance amending the Eau Claire Comprehensive Plan adding provisions on nonresidential land divisions in the Town of Wheaton as per the Intergovernmental Agreement.

16.  Ordinance amending the City’s Subdivision Code adding provisions for nonresidential land division in the Town of Wheaton as per the Intergovernmental Agreement.

ZONING

17.  Ordinance amending Section 18.06.030 of the Zoning Code to allow as a conditional use “Indoor Recreational Uses” in an I-1 and I-2 District.

18.  Ordinance rezoning property at 1300 First Avenue and 1428 First Avenue (former Parks and Recreation Building) from P-Public to R-4P and to adopt the General Development Plan for senior housing as shown on Planning File #Z-1494-11.  (Darryl Tufte)

PAY PLAN AMENDMENT

19.  Ordinance amending the Pay Plan for the City of Eau Claire, specifically that part thereof pertaining to Confidential employees.

The next City Council Legislative Meeting is scheduled to be held at on December 13, 2011 at 4:00 p.m.

Due to requirements contained in the Wisconsin Open Meetings Law, only those matters placed on this agenda may be considered by the City Council at this meeting.  If any member of the public desires that the City Council consider a matter not included on this agenda, he or she should contact a City Council Member or the City Manager to have the matter considered for placement on a future City Council agenda.
