Fiscal Policy Advisory Committee

 

Fiscal Policy Advisory Committee The Fiscal Policy Advisory Committee serves to facilitate an informed policy review process by the City Council of fiscal matters,

and not duplicate nor replace the work of the City Council as a committee of the whole in reviewing and approving the Annual Program of Services and Capital Improvement Program. The Committee will consider substantive policy issues of both revenues and expenditures related to the City’s fiscal capacity to meet current public service needs of the community without compromising the City’s ability to provide public services in future years for future generations. In addressing matters of fiscal policy, the Committee will consider longer- term financial trends and seek to provide quality public services, ensure needed infrastructure investment, and retain excellent financial integrity.

City Council Members Dave Duax, Jackie Pavelski, and Bob Von Haden have been appointed to serve on the Fiscal Policy Advisory Committee. Council Member Von Haden was elected by the Committee to serve as Chair. On September 30, the Committee recommended approval of findings and recommendations for submittal to the City Council for consideration. Additionally, at a December 1, 2009 work session, the City Council identified the following potential 2010 revenue enhancement strategies. A 30-minute comment period will be provided at the beginning of each Monday City Council meeting to hear comments and suggestions from the public regarding these and other fiscal and budget issues facing the City in 2010 and beyond.

• vehicle registration fee
• sale of excess City-owned property
• boat launch fee
• special event parking fee for July 4th events at Carson Park
• referendum to expand the tax levy
• street light utility fee
• snow plow assessment fee
• parkland fee
• bicycle registration fee
• enhanced water meter measurement for water use and leakage
• outsourcing services to reduce costs
• providing incentives to encourage infill development and expand tax base
• selling existing City surface parking lots for private development to expand tax base
