Proposed Street Projects for 2026: As our Engineering and Streets Departments wrap up work on their 2025 projects, they are also preparing work plans for the 2026 construction season. Here are a few basic FAQs on the process of selecting and implementing street projects, along with a proposed set of projects for next summer. These are just tentative at the moment. The list will be vetted through a public process, with the Council approving of a final plan. We welcome your feedback.
Street Project Q&As
How does the City choose projects? Engineering and Streets and Streets Fleet staff monitor pavement conditions through annual surveys and data tracking. They also take suggestions from the public. (Information on petitioning to request a street improvement can be found here: Street Improvement Petitions). The need to repair or replace utilities under the pavement also impacts the timeline for some projects.
How does the City pay for the projects? A variety of sources of funding pay for our street projects, including Federal and State assistance, our local property taxes, the City’s Local Vehicle Registration Fee, and residents who pay special assessments for full reconstruction projects.
What are the differences between the types of projects? The Engineering Department and Streets Division work closely together to manage our transportation assets. They work hard to get the most life out of the investment we make in streets and to provide residents the best possible street and sidewalk conditions. They divide up the work as follows:
- Our Engineering Department manages three types of projects. First, they handle major road extensions or reconstruction on major thoroughfares. Next, they oversee full reconstruction projects on existing streets. These generally involve fully removing existing pavement, repairing or replacing underground utilities, and then fully reconstructing the street with improvements. Finally, Engineering handles "mill and overlay" projects. These projects involve addressing spot curb and gutter repair, along with surface replacement. Engineering designs and coordinates all of these projects, while the actual construction work is contracted out. - Our Streets and Fleet Division staff manage the remaining two types of projects – "micro-surfacing" and "chip seal". These projects involve retaining the existing asphalt and improving it to extend the time before a full reconstruction is required. What about sidewalks and alleys? We will share information soon about the 2026 City-Wide Sidewalk Repair planning process and how residents can submit requests for repairs. At this time, we are not anticipating addressing significant alley improvements in 2026.

- Trail Section on Northside: TAP Grant application for trail section along STH 312/North Crossing, from North Town Hall Rd (near Kwik Trip) to Truax Blvd
- Dewey Street Bridge: Continued trail survey and design related to Dewey Street Bridge, with finalization of structure design, permitting, and land acquisition for project
- Prairie Lane Design: Hiring of consultant to start design on Prairie Lane from Prospect Drive to Jeffers Road
- Farwell Street Design: Completion of downtown traffic study and design of Farwell Street
- Water Street Trail Design: Reconstruction of the trail behind Water Street (from Summit Ave/Water Street bridge west to 5th Avenue) requires sanitary sewer replacement. Design will occur in 2026.

UWEC Structure Fire: Our Fire Department shared this information: “On Thursday, October 23rd, at approximately 9:40AM, the Eau Claire Fire Department (ECFD) responded to 1702 Park Avenue for the activation of a fire alarm. Upon making entrance to the building, crews observed smoke throughout the occupied building and therefore upgraded the alarm to a structure fire response. UWEC maintenance personnel shut down the power to Schneider Hall, as well as the Flesch Family Welcome Center. UWEC Police rescued two people from stuck elevators, one in Schneider Hall and one in the Flesch Family Welcome Center. ECFD crews quickly located and extinguished the fire in an electrical transformer room.
Personnel from ECFD, UWEC PD, and the Eau Claire Police Department assisted in evacuating the structure. ECFD crews searched all floors of the building and ventilated multiple floors. Fire crews remained on-scene to ventilate and monitor the air inside the structure. The incident remains under investigation.
ECFD was assisted by the Eau Claire Communications Center, Eau Claire Police Department, University of Wisconsin-Eau Claire Police Department, University of Wisconsin-Eau Claire maintenance staff, and Xcel Energy.” A scene from the fire is pictured below, from the news coverage of WQOW.
Two Airport Incidents: This month was unusual in that there were two incidents at the Chippewa Valley Regional Airport (CVRA), as follows:
- “On Thursday, October 23rd, at approximately 7:20AM, personnel from the ECFD, Altoona Fire Department, CVRA Fire Department, Chippewa Fire District, and Township Fire Department responded to 3801 Airport Road for an Alert 2 of an inbound aircraft with possible landing gear issues. En route, units were updated that there were seven souls on board and the aircraft was going to do a flyover to see if its landing gear was down. Further information was the aircraft was approximately 10 minutes away from the airport and had approximately 1,600 pounds of fuel on board. All responding units staged on the CVRA tarmac. The CVRA Tower updated that the flyover confirmed the landing gear was down but was unable to determine if the landing gear was locked. The plane landed utilizing its landing gear without incident. This incident remains under investigation.”
- “On Sunday October 19th, at approximately 5:30PM, the ECFD responded to the CVRA for a report of an aircraft that had slid off the runway. Initial responding units: CVRA AARF, Truck 8, Engine 10, Medic 10, Engine 2, Squad 2 Battalion 1, Chippewa Fire District and Township Fire. While responding, the Eau Claire Communication Center reported two occupants were walking away from the aircraft. Truck 8 arrived on the scene and found a single aircraft with minor damage, resting on its belly in the grass next to the runway. The occupants did not report any injuries, and additional responding units were cancelled. CVRA staff reported the incident is under investigation by NTSB. The ECFD was assisted by ECPD, TFD, CFD, CVRA and the Eau Claire Communication Center.”
From Carson Park to the World Series: We thought this news was awesome... Former Eau Claire Express Player Daulton Varsho is playing in the World Series!
Craig Toycen from the Express provided me this information: “Daulton is the nephew of Eau Claire Express Coach Dale Varsho and the son of former Major Leaguer Gary Varsho. He’s a native of Marshfield and attended UW-Milwaukee. Daulton played for the Express in 2015 and 2016 and was a two-time NWL All Star. He hit a team record 15 home runs in 2016. He was drafted in the second round of the 2017 MLB Draft by the Arizona Diamondbacks and was called up to the majors on July 30th, 2020. He made an extremely rare conversion from Catcher to Center Field, but it paid off. He won the 2024 American League Gold Glove Award, awarded to the top Center Fielder in the league. Daulton is a pivotal part of the Blue Jays organization and had key at bats in both the Divisional Series and Championship Series to get the Blue Jays to the World Series.
Also, Alex Call of New Richmond, an Express Player in 2013 and 2014, is on the Dodgers. It’s pretty cool that there is guaranteed to be a World Series champion from the Express this season!”

Social Media Decision Feedback: After our notice last week regarding the policy decision to disable the ability to comment on social media, we received both concerns and appreciation.
Here are examples of two perspectives:
- “I came across the press release saying that the City of Eau Claire is/will be disabling comments on their social media accounts, and I cannot praise this decision enough. Whatever value there was in the comments section has been drowned out by the insane behavior exhibited in these areas. I hope you're not getting deluged with negative comments about this, but if you are, I hope this one gives you some amount of relief."
- “Turning off comments doesn't get rid of the problem. Genuine threats should be investigated, removed, and followed up on, but people only get further entrenched on their radicalism if they start to feel repressed or censored. The internet is at its best when it is free and open.”

COUNCIL UPDATES
The City Council meets next week. There are no agenda items for Monday night, so that meeting has been cancelled. Here are the materials for the Tuesday night meeting: City Council Packet
For Tuesday night, the subject of the Local Vehicle Registration Fee is on for "introduction". This means that it will be considered the first meeting in November, along with deliberation about the FY2026 City budget. I will share more information and Q&As about the budget and LVRF in next week's newsletter. For anyone who would like to comment about the budget, though, please save the date of Monday, November 10th at 6PM for a public hearing on the FY2026 budget when you can come share your thoughts.
QUESTIONS AND ANSWERS
Signals at Menomonie and Clairemont
Question: “Our Shawtown neighborhood association had been told that at some point, the city or state would install pedestrian crossing lights/buttons at all four corners of Menomonie Street and Clairemont Avenue for safer crossing for pedestrians and bicycles. I thought maybe that was happening this week as a crew has been doing some work at the intersection, but it appears they are doing something else. Can you please check on this?”
Answer: Our Engineering Department shared this information: “Deputy City Engineer Al Rinka is managing the signal upgrade project at USH 12 and Menomonie Street. There is an additional curb ramp project that WisDOT is completing in 2026 that our project is coordinating with as well. At this time, related to the signal project, all four approaches will get pedestrian signals and push buttons. The contractor is currently working to complete all the underground work now before the ground freezes. Then, there will be a temporary pause in work while they finish some other projects, so you will not see activity at the intersection. We anticipate the new signal equipment will then be installed in December, possibly a bit into January, pending weather and other project demands. I hope this helps answer your question, and if you have additional questions related to this project, please feel free to reach out to Engineering directly, at 715-839-4934 or Engineering@eauclairewi.gov"
Barrier by Owen
Question: “It seems like there has been a barrier (pictured below) by the trail by the tennis courts at Owen Park for a month. Why is it there? Can it be removed?”
Answer: Parks staff shared: “It was placed there to prevent vehicles from thinking that is a through road and turning off of First Ave onto the trail. It was happening frequently enough where we felt we needed it.” The City will investigate more permanent barriers.
Transfer Center
Question: “I wondered if there were any updates to share about transit opening up. How it’s going? Any update on when we will see public parking opening up with the apartments opening? We are also hearing grumblings that the transit will eventually have to be temporarily closed back down for the apartments to finish the roof - is this true down the line?”
Answer: Ty Fadness shared: “The opening of the Transit Center has been fantastic so far. We are hearing great feedback from passengers and bus operators and have had many people stop in and inquire about taking the bus because they want to experience the new building. Public parking on the second deck is most likely to open in the spring when the apartments are complete. There are no plans to temporarily close the Transit Center down. When the patio area is getting roofed in a couple weeks, part of Gray Street may need to be closed, which would alter some bus paths, but the current plan is to prevent any disruptions to bus flow. We much prefer to keep the Transit Center open at this point!”
I got a chance to staff the window of the Transfer Center recently, and here I am pictured below. I enjoyed getting a chance to hear from riders about what Transit means to them.
Eddy Lane
Question: “Can you give us an update as to the progress with completing Eddy Lane? Is there any chance it won’t be complete before asphalt plants close for the winter?”
Answer: Engineering Director Leah Ness shared: “As we are wrapping up our 2025 construction projects, Eddy Lane is one project that Engineering is answering questions on as well. Based on our construction meeting this week with the contractor, although fairly common to have to wait for safe water samples, the contractor is having issues with getting safe water on the five blocks of Eddy Lane, from Venus to the west. The plan right now is to dig down and isolate the water main where there are issues and re-sample. Concrete should be starting next week (Wednesday or Thursday as of right now). The First layer of asphalt is tentatively scheduled for November 4th, with surface layer scheduled for November 10th. Our construction timelines are weather dependent so please understand that rain and cold temperatures will impact timelines.”
Siren Testing
Question: “Why did the sirens go off during an unusual hour recently?
Answer: We are sorry for the confusion. They went off due to a radio system equipment upgrade. For background, the City and County are upgrading radio communication equipment. The sirens operate off some of the frequencies running on the equipment being replaced. In order to make sure the sirens were receiving communication through the new equipment, they had to be activated briefly twice to make sure the new radio equipment was working properly. We ended up testing more frequencies than we first anticipated. While we thought they would be just using the monitoring channels, which is done silently, the contractor ended up needing to cut over several other frequencies which triggered the audible siren. We apologize for the confusion, and we appreciate that people take our siren system seriously, and we urge all to continue to do so. Note that we do also test the sirens on the first Monday of every month at around 11AM.
Ground Up Areas
Question: “I have lived on the Northside by Locust Lane school for over 50 years, so I have done a lot of driving on Hwy 53. This year I have noticed that the wayside's have been ‘ground up’ (not sure if that is the right term) I'm guessing so it does not have to be mowed. Will new grass or prairie plant life be planted? I have not read about what is going on, but maybe I had missed it in the paper. Not all of the waysides have been ‘ground up’......so just wondering what is going on????"
Answer: Yes! Those ground up areas will be our pollinator spaces. More information is here: Pollinator-Friendly Landscaping | City of Eau Claire, Wisconsin There should be some of the winter wheat poking up now (like this which is occurring in the pollinator area by the City's Central Maintenance Facility.) Question about Traffic Signals
Question: “How are the citizens of Eau Claire to verify a stop light is working as it should be?”
Answer: Engineering shred this information: “The Engineering Division appreciates your interest in the traffic signals within the City of Eau Claire. In our recent report of signal timings being revised within the City, we mentioned that if residents noticed signals working incorrectly, that they can reach out to us.
Here are some examples of when we hear from residents or non-residents related to traffic signals:
- When at a signalized intersection and someone notices a bulb is out (they may contact Engineering that an indication isn’t showing up on that approach which they would typically see when going through the intersection)
- If traveling through an intersection when there is minimal traffic (say late at night or early morning hours) and a motorist has to stop for a long period of time with no other traffic traveling through the intersection.
- If walking through an intersection and the pedestrian push button doesn’t seem to be entering your call to provide the walk signal for crossing.
- If someone travels through an intersection and sees a close call of some sort, between two vehicles, between a pedestrian and a vehicle, if they see people running red lights, etc.
Overall, our signals are programmed to serve each approach within a two-minute period or less, so if you are waiting a long time for a green light at an intersection, that may be an indication that something is not operating appropriately.

Part-Time WIC Breastfeeding Peer Counselor (Health Department): The Eau Claire City-County Health Department has an opportunity for a part-time (up to 28 hours/week) WIC Breastfeeding Peer Counselor in the Healthy Beginnings Division. This position counsels pregnant and breastfeeding mothers in the WIC program, assists the WIC team, and provides health related and social service referrals among other duties.
