ECPD Notable Case Log 4/23 - 4/27

From 4-23-2026, 7:00AM, to 4-27-2026, 7:00AM, the ECPD responded to 251 calls for service. The calls per district are as follows: North District – 71, West District – 86, South District – 94.

 

April 23, 2026

North District

Warrant Pickup - Officers responded to a transitional living facility to pick up a resident on a PO Hold.

 

West District

 

Check Person - At approximately 0430 hrs, officers responded to the report of a person that was on the outer piling of a walk bridge over the river. The person was contacted and what ensued was a large-scale PD and FD response to include shutting down the bridge and launching two separate rescue boats. The person was armed with a knife and threatened to harm themselves. They remained on the pilings for close to 7.5 hours while several ECPD personnel tried to communicate with them. At one point, the person put the knife down, only to remove a meth bubble from a pocket and smoked from it. A short time later, the person threw the knife into the river and decided to exit onto the pilings onto the walking deck. They were taken into custody for an EC warrant, Drug Charges and Threats to LE. They sought medical attention prior to jail transport.

 

Check Person- Officers responded to an emergency room at the request of Northwest Connections for a person who was initially at the hospital for a claimed assault. The person was now stating they were going to overdose on their medication. While at the hospital, they refused to cooperate with staff. They were on probation and had conditions to remain sober. They were a .093 on PBT and probation placed a hold on them. They were transported to the ECCJ.

 

 

April 24, 2026

North District

Juvenile Runaway – On 04/22/2026, a juvenile stole alcohol from their parent, broke a window screen, and ran away from home. They returned later, then ran away again on 04/23. Officers located the juvenile out biking, and they were returned home. They were referred for Juvenile Runaway, Theft, and Damage to Property.

 

Traffic - Officers stopped a vehicle that was previously observed at a known drug house. The vehicle was stopped for numerous violations. The driver appeared to be under the influence of a drug(s). They denied anything illegal was in the vehicle and gave consent to search. Meth was located inside of a backpack. The driver claimed the bag belonged to their new significant other. The driver was arrested for Possession of Methamphetamine.

 

Warrant – Officers received broadcast info that a person had a DOC warrant for violating a geo-restriction on their ankle monitor for being near an elementary school. Officers located the person downtown and took them into custody without issue.

 

West District

 

Traffic Stop – Officers stopped a vehicle for an equipment violation. An occupant was arrested for two warrants.

 

Warrant - Officers observed a person in their driveway and knew the person had a DOC warrant for their arrest. They were taken into custody without issue.

 

South District

 

Retail Theft - Officers contacted a person for a separate issue and noticed the person had a BOLO-Arrest for a retail theft case from 4/13/26. The person admitted that they probably concealed items in that case and added that they probably put them back in a different place within the store. They were ordered in for Retail Theft.

 

 

April 25, 2026

North District

Disturbance - Officers responded to a business for a highly intoxicated person, who fell off a bike and began swearing at two passersby who tried helping them. The person then pulled their pants down to expose their butt and genitals to the passersby. The person then threatened to stab the passersby. Officers contacted the person and informed them they were going to be evaluated. The person resisted while being secured in handcuffs. THC and a drug pipe were in the person’s sock. The person was secured in a WRAP and medically evaluated. While being evaluated, the person made threats to law enforcement. A BOLO was added for Threats to Law Enforcement, Possession of Drug Paraphernalia, Possession of THC, Lewd and Lascivious, and Obstructing.

 

Warrant Pick Up - Officers observed a person standing outside of an overnight shelter and was aware that the person had a warrant. They were taken into custody, and a search revealed a meth needle. They were brought to jail for a DOC warrant, Possession of Drug Paraphernalia and Bail Jumping.

 

Assist EMS - Officers and EMS were detailed to a restaurant for a pulseless non-breather. Officers arrived and located a person who had no pulse and was not breathing. Officers performed CPR until EMS responded and took over patient care. When EMS left for the hospital with the person, they were conscious and alert. Officers’ actions likely saved their life.

 

West District

 

Burglary - Officers responded to a burglary in progress involving two burglars attempting to break into the caller’s house. The victim reported Suspect 1 and Suspect 2 arrived at the victim’s home.  Suspect 1 was upset because the victim had slept with Suspect 1’s significant other. The victim ran into the home with their child, locked the door and fled to the roof of the garage. Suspect 1 kicked in the door and threatened to ransack the house. Suspect 1 also yelled for Suspect 2 to get a gun. This was all captured on security footage. Suspect 2 was seen holding Suspect 1 back and not allowing Suspect 1 to enter the home. Officers located the pair nearby. Suspect 1 was arrested for Criminal Damage to Property. DC, Harassment with Threat of Death or Great Bodily Harm and Criminal Trespass to a Dwelling.

 

Warrant - Officers were approached by a person who wished to turn themselves in for warrants. A record’s check confirmed they had active warrants out of Eau Claire, Chippewa and Dunn Counties. They were taken into custody without incident.

 

Follow up - During the early morning hours, officers assisted ECSO with searching for juvenile, after the juvenile had escaped a hospital while in the custody of the Juvenile Detention Center. The juvenile was not located at that time. A caller later reported seeing a person wearing leg shackles outside of a gas station. Officers responded and took them into custody before transporting them back to JDC.

 

Follow up - Officers met with a person who was at a hospital to follow up on an assault case that had occurred in a city park. The person was ordered in for Battery, DC and Theft.

 

South District

 

Assault - Officers responded to a group home concerning Person 1 throwing a remote at Person 2’s face. Officers learned of an ongoing issue between the pair. Person 1 was ordered in for Battery.

 

Warrant - Officers responded to a residential treatment facility for a probation warrant pickup. The wanted person was contacted in the lobby and taken into custody without incident.

 

Retail Theft - Officers responded to a superstore for a retail theft. A person had been stopped by loss prevention after stealing items. That person had been a suspect in multiple prior retail thefts and had a BOLO entered for them. They were ordered in for 18 counts of Retail Theft.

 

Warrant Pick Up - Officers observed a person and knew the person had an EC County warrant for their arrest. They were taken into custody and turned over to jail staff without incident.

 

 

April 26, 2026

North District

Domestic - Officers were dispatched to a domestic. Person 1 reported that Person 2 had attacked them physically numerous times and they had video evidence. Person 2 was arrested for Domestic DC. 72 hr was waived.

 

Check Person – Officers followed up on a complaint of people camping on city property and leaving garbage all over the area. Officers had previously warned two people about camping and garbage. The officer advised them they needed to clean the area up. When the officer returned, the pair had made no attempts to clean up their mess. They were both cited. City shops was notified of the mess.

 

West District

 

Disturbance - Officers were sent to a hospital for a report of a person refusing to leave and causing a scene that was disturbing other patients and staff. The person accepted a ride to their residence and was ordered in for Disorderly Conduct.

 

Traffic Stop - Officers stopped a vehicle for a traffic violation. Contact was made with the driver, and the distinct odor of Marijuana was detected. The driver turned over THC and other drug-related items. While officers were searching the vehicle, a fake ID was located that belonged to the driver. They were cited for Possession of Marijuana and Carrying False or Altered ID.

 

Traffic Stop - Officers initiated a traffic stop for a vehicle that had numerous traffic violations. The vehicle did not stop and a pursuit was initiated. The vehicle eventually blacked out and turned into an alleyway, then stopped behind a residence blocks from the police department. The subject fled on foot. The owner would later be located outside the PD as they were “looking for their car that was missing”. They did not admit to driving the vehicle even though they matched the exact description of the individual that was seen fleeing. They were arrested for Fleeing, felony Bail Jumping and Obstructing x2 as well as being issued nine citations.

 

Juvenile Case - Officers responded to a city park after a report of a juvenile removing screws from the walk bridge and throwing them in the water. The juvenile was identified as the suspect and was referred to DHS for Criminal Damage.

 

 

April 27, 2026

No major cases were reported.
