ECPD Notable Case Log 5/4 - 5/8

From 5-4-2026, 7:00AM, to 5-8-2026, 7:00AM, the ECPD responded to 269 calls for service. The calls per district are as follows: North District – 83, West District – 65, South District – 121.

 

May 4, 2026

North District

Assault - Officers responded to a bar for an assault. Officers learned that a patron had assaulted a bartender. The patron was contacted and arrested for Battery and disorderly conduct.

 

West District

 

Juvenile Runaway - Officers were detailed to an alternative day school after staff called to report a student fled from the school and was throwing rocks at staff. Officers located the child in the area, and the child fled on foot from them. Officers were able to catch the child, and the child fought with them. They were brought under control and returned to school. They were referred for Resisting and Juvenile Runaway.

 

Assault - Officers were at the alternative day school waiting for a parent to pick a combative juvenile for the above case when staff asked for help with another combative juvenile. That child had also fled the building after being “triggered” when they were not allowed to eat hard food after they pulled out a tooth. The child fled the building then hit staff with rocks and head-butted staff 5-7 times when staff tried to bring them back to the school. The child was uncooperative with officers and was referred for Battery, Disorderly Conduct and Juvenile Runaway.

 

South District

 

Death Investigation - Officers and EMS responded to a home for a pulseless non-breathing person. Lifesaving efforts were unsuccessful and the person was pronounced deceased. ME responded and determined the death was likely from natural causes.

 

 

May 5, 2026

North District

Assault - Officers were detailed to an area near the river for report of an assault. Contact was made with Person 1, who reported Person 2 punched them in the face and threatened them with a knife after an argument while they were fishing. Person 2 admitted to doing this and stated that Person 1 used to bully them in high school and this was “a long time coming”. Person 2 was arrested for DC, Child Abuse and Felony Bail Jumping X2.

 

West District

 

Domestic - Officers were detailed to an apartment for a report of a physical domestic. Contact was made with Person 1 outside of the apartment building. They reported that their significant other, Person 2, had moved to EC in 2025 to live with them. Since then, Person 2 had not helped pay the bills. On the day of the report, they had an argument and Person 2 followed Person 1 into the bathroom and pushed them against the wall causing them pain. Person 2 had a valid Rock County Child Support warrant. Person 2 walked out of the apartment building while officers were talking to Person 1. They gave a different name but were taken into custody. They were uncooperative with officers. They were arrested for Domestic Disorderly Conduct, Battery and the warrant. 72hr no contact was enforced.

Traffic Stop - Officers initiated a traffic stop on a vehicle with expired registration as of December 2025. The vehicle was later searched based upon the odor of marijuana. Marijuana and alcohol were found in the vehicle. The driver was ordered in for Possession of THC, cited for Underage Possession of Alcohol and Non-Registration of a Vehicle.

 

South District

 

Overdose - Officers were dispatched to a location for a possible overdose. A person was experiencing apparent drug induced delusions. They were recovering from surgery and had likely used cocaine in combination with their prescriptions. They were writhing around complaining that they were dying and that they had been shot. They sought medical assessment for their pain. They were ordered in for Possession of Cocaine, Paraphernalia, and felony Bail Jumping.

 

Warrant - Officers responded to a home and arrested a person for their EC Co warrant.

 

 

May 6, 2026

North District

Traffic Stop - Officers initiated a traffic stop on a vehicle that failed to stop at a stop sign. The operator had a revoked driver’s license and IID requirement. They were also on bond with conditions not to drive without a valid license. They were arrested for OAR, Failure to Install IID and Misd Bail Jumping.

 

Burglary - Officers were dispatched to a museum regarding a burglary. The caller stated they observed two people inside that didn’t appear to belong there after hours and they had hidden when they saw the caller. The duo were caught by officers in the stairwell of a parking ramp when they attempted to flee on foot. They had accessed the museum from an unsecured rooftop hatch. While they were inside, they threw a variety of objects from the second-floor balcony down onto the first floor creating a giant mess for staff to clean up. Both were arrested for Trespass and Poss. of THC.

 

OMVWI – Officers stopped a vehicle for a moving violation. The operator displayed signs of intoxication and later failed fields. They were arrested for OMVWI 3rd Offense.

 

West District

 

Theft - Officers responded to a grocery store for a report of an employee theft case. The suspect had been employed by the store since 2019 and admitted to stealing from the store during that entire time. They were arrested for Retail Theft, fired and banned from all that store’s locations.

 

South District

 

Traffic – Officers stopped a vehicle for non-registration. The driver was ordered in for OAR and Failure to Install IID.

 

Check Person - Officers responded to a report of a person throwing items in a yard and roadway while screaming. Contact was made with the person. They continued to yell and did not make sense. At one point the person attempted to strike an officer in the head with a child’s toy. They were taken into custody, and it was apparent that they were going through a mental health crisis. They were evaluated accordingly.

 

Theft - Officers followed up with a person and arrested them for Retail Theft. The person was a former employee of a shoe store, where they would purchase items for half price and return the items for full value. Total documented loss was $2,709.41.

 

 

May 7, 2026

North District

Traffic Stop – Officers stopped a vehicle for an equipment violation and because the driver was revoked. An Act 79 search was later completed, and meth and a concealed knife were located. The driver was arrested for Possession of Methamphetamine, Possession of Drug Paraphernalia, Carrying a Concealed Knife, two counts of felony Bail Jumping, Operating after Revocation, and a Probation Hold.

 

Traffic Stop – Officers stopped a vehicle for equipment and moving violations. The driver was found to be impaired. They attempted SFSTs and were arrested for OMVWI 1st. They PBT’d at .123.

 

Check Person - Officers responded to a disturbance at a residence. One of the people was arrested for a warrant.

 

OMVWI - Officers responded to an address in reference to a person who had hit a garage and was outside of the vehicle and appeared to be intoxicated. Contact was made with the person. They denied driving, but a neighbor provided a statement the person had been driving. They declined SFST’s and PBT. They were taken into custody for OMVWI 2nd. They refused a blood draw. A search warrant was obtained, and a blood draw was taken.

 

South District

Check Person - Officers responded to a gas station after staff reported a customer was causing a disturbance. They were contacted and told they were receiving a lifetime ban from the store. An off-duty officer contacted officers and indicated that they had witnessed that person stealing items while inside the store. This was confirmed and the person was arrested for Retail Theft.

 

Warrant Pickup – Officers responded to the parking lot across from an overnight shelter regarding several individuals camping there. Contact was made with the people present, and one person had a DOC Warrant. They were transported to jail.

 

Warrant Pickup – Officers responded a residential treatment facility to pick up a resident for a DOC Warrant.

 

 

May 1, 2026

North District

Disturbance - Officers were dispatched to the city lot across from an overnight shelter regarding a person that was intoxicated and threatening others. Contact was made with the problem person, who had to be stopped by officers as they were attempting to slam another person’s head into the ground. The problem person was placed in the WRAP and medically evaluated before going to jail for Disorderly Conduct, Resisting, Threats to Law Enforcement and Threats to Health Care Providers.

 

West District

 

Chapter 51 - Officers were dispatched to a hospital regarding a check welfare/assist Chippewa Co. A person was initially brought to a hospital by their parent for a mental health evaluation. During that time, they did not meet the criteria for an emergency detention even though the parent had seized a firearm from them at the hospital after it fell out of its holster. While attempting to drive home, the person began having more troubles and the parent drove them to another hospital. ECPD officers responded to that second hospital for this call. NWC dispatched a mobile worker to the scene, and an emergency detention was authorized. The person refused to exit the vehicle they were in and fought with officers. They were eventually placed in the WRAP, and brought into the hospital.

 

South District

 

Traffic – Officers stopped a vehicle for multiple equipment violations.  That vehicle was also involved in a stolen vehicle investigation. The vehicle pulled into the rear parking lot of a residence. As it did so, the officer heard a metal object strike a nearby bike rack. Contact was made with the two vehicle occupants. A second officer who was assisting located a loaded .380 ACP pistol with a scratched off serial number near the bike rack the sound had come from. Both subjects were detained, frisked, and interviewed. It was learned that both subjects were on probation and that one of them had thrown the firearm out of the window while the vehicle was being stopped. That person was arrested for Felon in Possession of a Firearm, Carrying a Concealed Knife, Possession of Methamphetamine, Possession of THC, Drug Paraphernalia, and a probation hold. The other person was initially released; however, a DOC warrant was later issued for their arrest. Officers were still attempting to locate that subject.
