Neighborhood Services: Your Resource for Parking and Quality-of-Life Concerns

Downtown paid parking start date moved to August 1, 2026

Neighborhood Services serves as a central point of contact for a variety of non-emergency issues that impact city of Eau Claire neighborhoods and quality of life throughout our community.

Neighborhood Services handles:

  • Parking enforcement
  • Nuisance and Quality of Life code complaints
  • Trash and refuse issues
  • Other common neighborhood concerns

City officials say the goal is to provide residents with a clearer, more responsive path for addressing issues that arise in neighborhoods across Eau Claire.

“Many residents simply want to know who to contact when something doesn’t seem right in their neighborhood,” said Janiece Ruhling, who manages the division. “Neighborhood Services was created to help simplify that process and connect residents with the right resources.”

Reporting Parking Concerns

Residents can report non-emergency parking concerns or ask questions by:

Emergency or urgent after-hours parking concerns should be directed to the non-emergency dispatch line at 715-839-4972.

Parking Citation Appeals

Residents wishing to appeal a parking citation must do so within 10 days of receiving the citation.

Downtown Paid Parking Delayed Until August 1, 2026

The City also announces that the start date for downtown paid parking will move from June 1 to
August 1, 2026.  The delay is due to longer-than-anticipated lead times for parking kiosks that are needed for the new system. Learn more about how parking in downtown Eau Claire will work starting August 1, visit ParkEC.org
