At its November 11, 2025 legislative session, the City Council voted to increase the Local Vehicle Registration Fee (LVRF.) This change will be in effect through December 31, 2028.

LVRF PROCESS INFORMATION
Local Vehicle Registration Fee - What is it and Why?
The City of Eau Claire is exploring the idea of instituting a Local Vehicle Registration Fee (LVRF) which is also sometimes referred to as a “wheel tax.” With limited state aid, a LVRF is one of the few ways that local governments can raise money to fund their transportation programs. There are 44 local governments in Wisconsin with a vehicle registration fee as of February 2022. The City of Eau Claire’s street construction projects are seeing inflationary increases that are far exceeding any increase of existing funding. This is an unsustainable situation and if nothing is done, it is likely our street conditions will begin to deteriorate. A local vehicle registration fee is being explored as a funding source in order for the City to maintain our high quality of streets, reduce the amount of debt issued to pay for the street construction projects, and undertake street projects that we currently don’t have funding for.
