In April of 2021 the Eau Claire City Council approved an ordinance allowing private companies to offer rental e-scooters in Eau Claire. Bird, a micro-mobility company, began their shared scooter rentals in the city of Eau Claire in September 2024.

Because this is a ride-share, meaning scooters are left near public sidewalk areas for the next user, we share the following expectations for use and parking. Scooters are also available for rental from area businesses which require pick-up and drop-off from the business.

Users download the Bird app, create an account, and rent a scooter - billing continues until the ride is officially ended by the user.

What are the rules?

The Bird app instructs users how to ride, where to ride, and safety tips before use.

Users shall yield to pedestrians;

When riding on-street, users must comply with all traffic regulations, as drivers would
in a motor vehicle;

Bird scooters are geo-fenced with GIS coordinates. Bird scooters must be parked at designated parking locations. These locations are marked with a "P" on the map found in the Bird app. Non-compliant parking may result in fines.

Sidewalk riding is NOT ALLOWED in the city of Eau Claire Pedestrian Zones and will be enforced. Violating the Pedestrian Zone ordinance carries a potential $213.10 fine. Pedestrian Zones are located in downtown Eau Claire and other commercial districts. These Walk Your Wheels zones are marked with the following Pedestrian Zone signs.

Scooter Parking

Rental scooters have designated parking areas that are marked on the app's map view and users are expected to leave them in these designated areas. Additional in-app notifications and emails to users are also sent to ensure that users are aware of proper parking locations.

Scooter Maintenance

Scooters are monitored on a daily basis. This includes supplying a fully charged battery daily and redistributing them throughout the day.

Where Can We Ride

Riding on sidewalks is not permitted in certain business districts consistent with the City’s code of ordinances and Walk your Wheels messaging. Violating the Pedestrian Zone ordinance carries a potential $213.10 fine.

Helmet use is encouraged;

Users shall yield to pedestrians on sidewalks and in crosswalks;

When riding on-street, users must comply with all traffic regulations, as drivers would in a motor vehicle;

Scooters shall only be parked in designated parking areas as indicated in the app.

Scooters are allowed on trails.

Walk-Your-Wheel pedestrian zones are located in downtown Eau Claire and other commercial districts and are designated with these signs on posts throughout the area, scooters and other non-ADA wheeled transportation devices are not allowed on sidewalks.
