The Alcohol, Tobacco, and Other Drugs (ATOD) Team works on prevention, harm reduction, and intervention for many types of substance use. These topics include underage drinking, excessive alcohol use, tobacco and vaping, opioid use, opioid overdose, and more.

The ATOD Team works closely with the Substance Misuse Action Team, an action team of the Eau Claire Health Alliance, to address substance misuse in Eau Claire County.

Alcohol & Tobacco Compliance Checks

Compliance checks are conducted throughout Eau Claire County on an ongoing basis by five law enforcement agencies, the Eau Claire City-County Health Department, and Wisconsin Wins. The Health Department sends an annual letter to all alcohol and tobacco license holders to remind them of these checks.

Compliance checks are conducted by a trained team. This team includes health department staff and individuals who are under the legal age to buy alcohol and tobacco products.

The Health Department sends letters to retailers within 72 hours following a compliance check conducted at their business. The letter informs them of the compliance check and the result. If a sale is made, law enforcement follows up with training requirements and/or a citation. If a sale is not made, a certificate is sent along with the letter.

Wisconsin Wins

The Eau Claire City-County Health Department contracts with the Wisconsin Department of Health Services to conduct tobacco/nicotine compliance checks through the Wisconsin Wins campaign (WI Wins). WI Wins is a science-based, state-wide campaign designed to decrease youth access to tobacco/nicotine products. Youth Activism - SAFE

Students Advocating For Excellence (SAFE)

SAFE chapters are student-run groups in schools focused on peer-to-peer education. SAFE fosters a feeling of belonging and promotes student health, resiliency, leadership, and advocacy skills.

The name change from SADD to SAFE started as a way to focus on the positive by getting away from words like 'against' and 'destructive'. SAFE allows students an opportunity to advocate around issues they are passionate about and to focus on improving the lives of fellow students.

In SAFE, students can address areas like alcohol, tobacco, substance misuse, mental health, healthy relationships, driving, and more. SAFE can be an open space for students to talk to their peers about what they are struggling with and find ways on how to address these issues.

Members of SAFE at Altoona, Augusta, Fall Creek, Eau Claire-Memorial, Eau Claire-North and Regis high schools work with the Alliance to reduce youth substance use. Youth plan and carry out activisms dedicated to raising awareness and advocating for the improvement of fellow students' lives. Activisms are activities planned and carried out by these youth activists.
