City of Eau Claire Ordinances

One & Two Dwelling Unit Code Adoptions:

• Building/HVAC: SPS 320-325
• Electrical: SPS 316

Commercial Building/HVAC Code Adoptions:

• 2021 IBC, IECC, IMC, IFGC and IEBC per SPS 361.05 and Wisconsin Amendments SPS 361-366

For COMMERCIAL PROJECTS within the City of Eau Claire's delegated review scopes you must first apply for a Plan Review Application (see left margin). PLAN REVIEWS MUST BE APPROVED and fees must be paid PRIOR to applying for permits.

Commercial Building and/or HVAC Plan Reviews (delegated March 2025):

• New building/structure containing less than 50,000 cubic feet of total volume.
• An addition to a building/structure where area of the addition results in the entire building/structure containing less than 50,000 cubic feet of total volume.
• An addition containing no more than 2,500 square feet of total floor area and no more than one floor level, provided the largest roof span does not exceed 18 feet and the exterior wall height does not exceed 12.
• An alteration of space in a building containing less than 100,000 cubic feet of total building volume.

Building/HVAC review exemptions, Only permit application is required for the following:

• Buildings/structures exempt from DSPS plan review per SPS 361.30
• Minor Alterations (determination will be made by local inspector)

Commercial Plumbing Plan Reviews (delegated August 2024):

• Plan Reviews within the scope of Table 382.20-2 must be submitted to the City of Eau Claire for plan review and approval, do not submit permit application for projects within this review scope until the review fee has been paid. All Commercial Plumbing Plan Reviews outside of the review limitations of Table 382.20-2 shall be submitted to Department of Safety and Professional Services (DSPS) for review, projects within this review scope shall submit State approved stamped plan set and conditional approval letter with permit application.

All Commercial Building, HVAC and Plumbing reviews outside of the above parameters shall be submitted to DSPS for review. Conditionally approved plans and Conditional approval letters for State reviewed projects shall be uploaded to your permit application.
