• Service Alternatives and Recommendations: Developing proposals for on-demand Microtransit services, optimizing fixed-route transit, and integrating these modes for improved coverage and efficiency.
• Cost-Benefit Analysis: Evaluating the financial and operational impacts of proposed changes to ensure sustainable and effective transit solutions.

The plan aims to create a multimodal transit system that better serves Eau Claire residents while addressing gaps in current services.
