NOTICE OF FUNDING OPPORTUNITY
The City of Eau Claire Housing Division is currently accepting applications for the federal Community Development Block Grant (CDBG) and HOME Investment Partnership Program 2026 funding. Requests for funding are due by 4:30 p.m. on Friday, March 6, 2026. All 2026 applications must be submitted online at: https://portal.neighborlysoftware.com/CITYOFEAUCLAIREWI/Participant
Community Development Block Grant (CDBG) funds may be used for the following:
- Housing rehabilitation
- Public facilities and public improvements directly benefiting people with low and moderate income
- Property acquisition benefiting people with low and moderate income
- Demolition and clearance of blighted properties
- Historic preservation: residential
- Housing code enforcement
- Public service programs which support the community development effort (15% cap) directly benefiting people with low and moderate income
- Administrative and planning costs for program management
- Other projects in compliance with 24 CFR Part 570 for the Community Development Block Grant
The U.S. Department of Housing and Urban Development (HUD) requires that at least 70% of all CDBG funds and at least 51% of all activities must directly benefit people with low and moderate income.
Eau Claire is an entitlement city that is eligible to receive funding from the 2026 federal budget in the approximate amount of $556,000 from the U.S. Department of Housing and Urban Development (HUD) for the Community Development Block Grant Program. Program income is estimated at $100,000. The combined total Community Development Block Grant is estimated at $656,000. The City is eligible to receive 2026 Federal HOME Investment Partnership Program (24 CFR Part 92) funds in the approximate amount of $247,000. Reallocation of prior awards is estimated at $219,443.66. The combined total HOME Investment Partnership Program is estimated at $466,443.66. HOME Funding may be used for affordable housing options benefiting people with low and moderate income.
To be considered for funding, project applications are to be submitted online no later than 4:30 p.m. on Friday, March 6, 2026. Applications must be submitted online at: https://portal.neighborlysoftware.com/CITYOFEAUCLAIREWI/Participant.
Technical Assistance for those groups seeking assistance in applying for the Community Development Block Grant (CDBG) and HOME funds will be held on Tuesday, February 3, 2026, at 9:00 a.m. or Thursday, February 19, 2026, at 3:00 p.m. in the City Council Chamber located at 203 S Farwell St, Eau Claire, WI.

Each year, organizations may apply for funding to implement activities that meet the goals of the Five-Year Consolidated Plan.
CDBG Awards Process for the City of Eau Claire
The CDBG Grant Year operates on an August 1st to July 31st calendar. In order to be prepared for an August 1st start, the sub-recipient application process generally begins in January and ends with the awards being announced in late May or early June.
