The Housing Authority owns the following housing units within the City of Eau Claire that are funded by the U.S. Department of Housing and Urban Development (HUD) and Wisconsin Housing and Economic Development Authority (WHEDA).


Public Housing: 110 scattered site housing units 
Park Tower Apartments: 122 housing units for elderly and disabled
Park Tower Townhouses: 30 housing units
Substantial Rehabilitation: 6 scattered site housing units
Owen Rust Apartments: 23 housing units for elderly and disabled
Home Ownership:  Approximately 1-2 houses each year
Affordable Housing: 9 scattered site units

The Housing Authority pays rental subsidies to private landlords on behalf of low-income persons.

HOME Tenant Based Rental Assistance(TBRA) Voucher: 20 rental subsidies (approx)
Subtotal: 20 rental subsidies
Total: 320 housing units and rental subsidies
