2019 Preliminary Action Plan
for Community Development Block Grant (CDBG) and
HOME Investment Partnership Program (HOME)
The City of Eau Claire is preparing the proposed Consolidated Plan's 2019 Annual Plan for Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) Programs. The 2019 CDBG grant from the U.S. Department of Housing and Urban Development (HUD) is approximately $520,660 plus an estimated $100,000 local program income for an estimated total of $620,660. The 2019 HOME funds are approximately $329,068. The City is publishing the following information in order to provide citizens of Eau Claire an opportunity to examine its content and submit comments on the proposed annual plan.
Citizens are invited to submit written comments to the City of Eau Claire, Housing Division, City Hall, PO Box 1186, Eau Claire, Wisconsin 54702-1186 or call (715) 839-4943 by May 21, 2019, or attend a public hearing on Monday, April 22, 2019 at 7:00 p.m. in the Eau Claire County Board Room at 721 Oxford Ave or staff public hearings Tuesday, April 30, 2019 at 10:00 a.m. or Thursday, Mary 2, 2019 at 3:00 p.m. in the North Conference Room (C137), located at 2020 Prairie Ln, Eau Claire, Wisconsin. If there are other specialized needs due to handicap, i.e. sign language interpreter, wheelchair accessibility, reader, etc. please contact this office.
REQUEST FOR PROPOSAL (RFP)
The City of Eau Claire Housing Division is seeking qualifications and proposals from consultants interested in updating the City’s Consolidated Plan for years 2020-2024 including its 2020 Annual Action Plan. The Consolidated Plan shall be conducted in accordance with the necessary requirements and guidelines under the Federal Regulations.
Proposals must be submitted no later than May 24, 2019 at 4:30 p.m. to the City of Eau Claire Housing Division, 2020 Prairie Lane, Eau Claire, WI 54703.

As an Entitlement Community, designated by the United States Department of Housing and Urban Development (HUD), the City of Eau Claire provides grant assistance for local projects through use of Community Development Block Grants (CDBG). Each year, organizations may apply for funding to implement activities that meet:
- Goals and Objectives defined in the Five-Year Consolidated Plan
- 2018 CDBG/HOME Income Guidelines
- Eligible Criteria as Established by HUD (see CDBG Policies)
CDBG Awards Process for the City of Eau Claire
The CDBG Grant Year operates on an August 1st to July 31st calendar. In order to be prepared for an August 1st start, the sub-recipient application process generally begins in January and ends with the awards being announced in late May or early June.
